Wiltshire Council leader Jane Scott will open the remodelled studio hall at Olympiad Leisure Centre on Monday.
The area has become home for the Riverbank day centre for adults with learning disabilities and provides other council services including an arts and media suite for young people.
The £815,000 refurbishment is part of a plan to reduce the number of buildings the council owns and maintains.
The council says the refurbishment has transformed a previously under-used space.
