DR Ray Jones, a former director of social services, is returning to Wiltshire County Council to head up the new department of adult and community services.
Dr Jones will take up the new director's post in September. He left as director of social services to become chief executive of the newly-established Social Care Institute of Excellence (SCIE) in November 2001.
He said: "I am delighted to returning to Wiltshire County Council. I was sad to leave the council after almost 10 years as director of social services. To be able to return as director of adult and community services is a marvellous opportunity for me."
Council chief executive Dr Keith Robinson said: "The new department will help the council to focus on the major changes in adult care, including the move to care trusts which will provide integrated health and social care.
"We are delighted to welcome back Ray to lead the new department in this important work."
