PENHILL PRIMARY was formed in 1998 after Penhill Junior School was closed and amalgamated with Penhill Infants following a failed Ofsted report.
The LEA decided to close the school, teachers received termination of their contracts and Penhill Infants head Mrs Rankin was charged with formulating a new primary school.
School inspectors wrongly placed Penhill Primary in special measures for a year because of the junior's report, which should not have affected the primary since it is a new school.
The latest report says that although standards remain well below the national average, they have improved and most pupils now make good progress.
In the past there had been very high levels of staff absence and numerous supply teachers, but now it is fully staffed.
More than half of the pupils have special educational needs and the number eligible for free school meals, at 47 per cent, is well above the national average.
