HAVING observed Nigel Kerton's quirky reporting over a number of years, it does not surprise me to discover that he thinks that Wiltshire County Council is a charitable organisation.
Perhaps he could come up with a few more ways in which the people can subsidise this body in addition to their council tax.
I have been called many things in my time but never, to my recall, skinflint.
