No, Sir, if wishing to pass a cyclist, but there is oncoming traffic in the opposite direction, you slow down and wait, not speed up and break the legislated prosecutable speed limit.
I would suggest that there are many like your correspondent who do as suggested, and cut back in to their own side too soon, causing distress, if not an actual accident. I would further suggest that they are the ones who eventually need to be taken off the road permanently.
