Devizes Town Council is asking residents for their views on whether lighting should be installed on The Green.
Lampposts are proposed to be installed alongside the footpath which is also to be widened to become a cyclepath.
While the town council supports the cyclepath some councillors do not think lighting is necessary.
Wiltshire Council said that guidance from the Department for Transport and advice from independent road safety auditors states that lighting is necessary.
Gareth Rogers, senior engineer at Wiltshire Council, in a letter to the town council, said ambient lighting from buildings was not enough.
If the town council does not agree to lighting on The Green then it will have to pay the cost of repairing the footpath, rather than Wiltshire Council.
The town council is asking residents to fill in a form or email the deputy town clerk Simon Fisher at SimonFisher@devizes-tc.gov.uk to say whether or not they are in favour of lighting.
At a meeting of the town council’s planning committee on Tuesday night councillors agreed to write to Devizes School, Devizes Leisure Centre and the police’s crime prevention officer asking for their views.
The committee is due to make a decision on the lighting at its next meeting on March 5.
