Snow, ice and Christmas preparations reduced the turn-out to 27 percent for the by-election in the Bromham, Rowde and Potterne ward of Wiltshire Council on Tuesday.
The election was to find a replacement for Tory councillor Philip Brown, who resigned after pleading guilty to charges of theft and fraud.
Liz Bryant (Conservative) won with 561 votes; Paul Mortimer (Lib Dem) was second with 358; followed by Pat Bryant (Ind) 55; Andrew Jones (Labour) 74.
