IF a neighbour has a party once in a blue moon with loud music into the early hours, they generally invite their neighbours round, too, or at least it is only an occasional broken night's sleep.
But imagine constant heavy noise and threats from the person causing the nuisance. Sleep deprivation after all was an effective wartime method of breaking prisoners down.
Neighbours of Vincent O'Halloran must be jubilant today after hearing this tenant must leave the flat where he has caused so much misery to the people living around him.
It is quite right that he is the one who must leave rather than driving away those who cannot stand the din any longer.
