IF Frank Avenell's 3,500 petitioners are typical of pensioners as a whole, then it is likely some 1,500 of them are entitled to at least some reduction in council tax, which they have failed to claim.
For instance, it now appears that 83-year-old Ms Winkfield, who appeared on television determined to go to jail rather than pay the increase, will have to break a window if she really wants to be banged up, because she's actually entitled to a full 100 per tax rebate.
Finally, it may be premature for Frank to put his trust in the Tories' business acumen.
They last set the Swindon borough rate in the early 70s.
It was too low to meet the council's inescapable needs and statutory obligations. Around Christmas they levied a supplementary rate and they were voted out of power the following May.
