Residents in Stratton had to wait three weeks for their garden refuse to be taken away.
They complained to Swindon Council after the green refuse sacks were left on the kerbside.
Householders from Greenlands Road and side streets off Wheeler Avenue had paid £1 for each of the sacks, for their garden rubbish to be taken away.
The scheme is a way for residents to get rid of grass cuttings, bedding plants, weeds, small hedge trimmings and prunings.
The bags are then left outside the house and should be collected on the same day that normal rubbish is collected
But despite having paid for their sacks and left them outside at the right day and time Stratton residents were left waiting.
Swindon Council was not available to comment.
