Royal Wootton Bassett and Cricklade area board are working with Sustrans on designs for a new cycle route to Swindon.
They are still in negotiations with the managing agents for one of the land-owners at Lydiard Fields in order to finalise plans.
Sustrans has identified a potential alternative alignment at Lydiard Fields and is investigating the feasibility of this.
A spokesman from the area board said: “Most other design issues along the route have now resolved and if we can successfully negotiate the land issue at Lydiard Fields, we will hopefully be able to apply for planning permission in late spring or early summer 2015.
“However, we have yet to secure funding to build the proposed route, so unfortunately it is not possible to provide further details in terms of a timescale for implementation.
“The likely cost of building the route is in the region of just over £1m.”
