We meet any new situation by reorganising, and a wonderful method it can be for creating the illusion of progress while producing confusion, inefficiency and demoralisation.” Caius Petronius (AD 66) The above is so pertinent to what is happening in this country today – in the NHS, the police, education and so on.

Another imminent reorganisation which has been completely ignored by the mainstream media is contained in the Infrastructure Bill which passed its final stages through Parliament; that is changing the Highways Agency into a strategic highways company or companies.

Despite politicians’ vigorous denials, this paves the way for privatisation of our strategic road network which is worth around £111bn. Following which, road tolls will inevitably be levied. All this has gone under the radar because the Bill also deals with fracking and the media has naturally concentrated on this due to its controversy. No doubt our roads could be owned by foreigners in due course.

I pity Highways Agency staff who will now be facing unnecessary change and an uncertain future.

There will also be the unnecessary cost of this reorganisation which we will all have to bear. It should be noted that our esteemed MP, Claire Perry enthusiastically supports this Bill – and HS2 for that matter.
