The refreshing sight of a local traveller removing a television set (which was dumped over four months ago) from a lay-by in the Maltings in Royal Wootton Bassett has prompted me to write regarding the aforementioned layby which was originally intended for parking cars.

Did the people who allowed the change of use, by placing large waste bins and numerous recycling bins for all to use and abuse, ever do a risk assessment or consider the impact on the immediate environment?

Young children and the elderly use these bins placed only a few yards away from a blind bend/junction with no footpath for safety in a 30mph zone. With the amount of vehicles reversing into this area to turn around, this is an accident waiting to happen.

These bins, which regularly overflow, are used by people from all around with anything from mattresses, doors, kitchen cabinets and rubble being dumped in and around them. Hopefully, sense will prevail and these waste bins will be repositioned in a more safer and sensible place.
