There was a big turn-out of of around 40% and 87.3% of the electorate voted in favour of the plan.
This is one of the highest turn-outs in the country for a Neighbourhood Plan referendum.
The Neighbourhood Plan will now become a planning document for Wroughton and it will indicate where development can take place in the parish for the next ten years.
Steve Harcourt, chairman of Wroughton Parish Council, said: "A big thank you goes to all the people that worked so hard over the last three years to produce this plan.
"The residents of Wroughton have given a strong message that they support the plan and I would like to personally thank everyone that voted."
