FLOOD risks, traffic management and affordable housing were just some of the issues brought up during an update on the Chippenham Site Allocation Plan on Tuesday.

Dozens of residents, as well as councillors including Baroness Jane Scott, attended the community briefing meeting where changes to the CSA Plan were discussed.

The meeting, which took place at Chippenham’s The Neeld, follows the resubmission of the CSA Plan to Wiltshire Council last month.

The plan, which will determine where in Chippenham new homes will be built and how many, was thrown out by a planning inspector just two days into an enquiry last November due to a lack of evidence provided by Wiltshire Council.

Alistair Cunningham, associate director economic development and planning, said at the meeting: “The inspector didn’t find the plan unsound he thought there were flaws in the evidence and obviously he had his concerns.”

Key changes in the proposal include more houses in the South West development – from 1,000 to 1,400 homes – the removal of the East site development and the Rawling Green development is "required to ensure proposals do not prejudice a possible future Eastern Link

Road".

There will also be 23.1 hectares of employment land.

The meeting heard there would be a six-week consultation on the proposed changes from May 23- running to July 5, before it goes back before the inspector in the autumn and the plans adopted possibly by January 2017.

Councillor Chris Doel, from Lacock Parish Council, said: “This is going to affect Lacock more than anywhere else, is there going to be further planning on the east side of the river?”

Councillor Chris Caswill said: “I echo those concerns in relation to Station Hill, this is a real big issue.

“People who live there should be listened to, the model in the plan says the traffic problem is going to get better."

“You’re also going to produce a transport strategy after you do the housing which I find baffling.”

Stephen Reid said: “One reason we’re in this situation is because the inspector didn’t feel the evidence base was sound enough.

“I’m still concerned that the evidence base will come under a lot of pressure when it goes before the inspector, do you think it will be robust enough in terms of the evidence?”
