An alcohol ban on Chippenham streets is well on the way', despite being rejected by the town council.
North Wiltshire District Council is pressing on with the proposal and will be issuing a report for public consultation soon. It hopes to have a ban in place by the summer holidays.
The news has shocked Chippenham Town Council. Leader Andrew Noblet said: "This is the first I have heard that the district council are going ahead.
"Obviously it would be inappropriate to comment until the matter is clarified and the district council formally consults the town council."
The town council rejected the plan in February, saying a ban for the whole town was too widespread.
But the district council has the ultimate power to introduce a Designated Public Place Order (DPPO), and it is backed by Wiltshire Police.
Mark Rippon, community safety officer for North Wiltshire District Council, said: "Chippenham Town Council were just consultees in this process and do not have the final say.
"So far we have had sufficient evidence from the police to say we need a DPPO. We have drawn up a map of where we need it, we have had the number of signs we will need agreed by the Crown Prosecution Service and so we are well on the way.
"We are preparing the report that will be sent out to pubs, clubs and supermarkets to see what they think of the scheme.
"Then the public will be consulted and finally the district council will decide whether or not to adopt the policy.
"A town council has not rejected a DPPO before - Calne, Devizes, Malmesbury and Trowbridge all fully supported their DPPOs."
The news has delighted Wiltshire Police.
Sergeant Martin Alvis of Chippenham Police, who spearheaded the enforcement of a DPPO, said: "We have always been in consultation with the district council and I have met up with them practically every week.
"It is a shame that the town council did not support the DPPO but they do not make the final decision."
Conservative prospective parliamentary candidate for the Chippenham, Wilfred Emmanuel-Jones said: "I support the district council and the police because at the moment there is no comeback on the individual who goes binge drinking and behaves badly."

Conservative prospective parliamentary candidate for the Chippenham, Wilfred Emmanuel-Jones said: "I support the district council and the police because at the moment there is no comeback on the individual who goes binge drinking and behaves badly."Most "binge drinking" is done INSIDE a pub, club or home. Making drinking in the street illegal would be unenforcible for pub smokers who step out for a fag, street parties, picnics in the park etc.

Why is chippenham 30 years behind the times? I grew up near Folkestone in Kent, and they have had a ban on Alcohol being drunk on the streets of the town center since the late 70's
