Proposals to bulldoze the Southfield House care home in Devizes and create a new development for elderly people have been drawn up.
Wiltshire Council said last week it wants to start work early next year on the £9 million development.
Now the council has officially put forward its proposal to demolish the 42-place home in Victoria Road and replace it with 47 extra care apartments.
James Cowley, assistant director for adult care at the council, said consultation on the scheme had been positive.
The project will include a restaurant, health and well being suite, gardens and guest accommodation.
Apartments will be a mix of to buy, shared ownership and affordable rent.
