David Barter hopes to become the only Labour councillor on Chippenham Town Council by winning a forthcoming by-election.
He is standing against Conservative businessman Anthony Milner, 31, and Liberal Democrat former Army engineer Terry Gibson, 70, for the Hardens and England ward seat.
Mr Barter, 51, lives in Birch Grove and was in the Army Catering Corps until 1989. He now works in Morrisons bakery, where he is a trade union representative campaigning against zero-hour contracts.
Mr Barter said he wanted to see new investment coming into the town. He is also campaigning for car parking charges to be reduced and for the first hour to be free.
If he is elected, Mr Barter will be the only Labour Chippenham town councillor since the departure of Maureen Lloyd last year.
The poll is on Thursday, March 27, in the town hall, High Street, and Englands Social Centre off Wood Lane, from 7am to 10pm.
